The runtime has to be installed on the client PC and I am not sure if it is possible to install via terminal server as I dont have much experience with that. But if you can install other program via TS then I would think it is possible to install RT

Actually I dont use most of the developer tools, I use Access as normal. It also includes a Packaging Wizard to make setup-kits for you applications. This is really necessary if you want to install your programs with a runtime. I've used this quiet a lot and it isnt difficult.
Visual Source Safe is a version control program. Its like a database which keeps track of your alterations and you can actually see the changes you have made from version to version (very good).
