Problem: A Delphi application gives users option to set Modal/NonModal. The user checks a checkbox for this option. The choice is saved to the registry.

When running on Windows 98, some Delphi forms with tab sheets don't show all rows of the tabs (such as 2 of 3 rows), until either the user clicks on one of the tabs or resizes the form.
