http://www.rawnetservs.com/faqsheet.htmWhy do I receive the following message when I try to send e-mail from my account: '551 Command RCPT - User not local and relaying not permitted from you.' ?
RAWNet Servs has a 'no tolerance' spam policy. And rightly so, because a spammer affects us all -- your account, my account, all accounts. Whenever a spammer penetrates our 'defence shield' and uses our mail servers to SPAM, other ISP(s) react in self defence by putting up IP blockers. For this reason, you must ALWAYS make sure that you check for e-mail BEFORE sending any e-mail. After you check for e-mail, the mail server port will stay open for about 30 mins. After this time, you will need to check before sending e-mail once again to verify that you are a legitimate user of the mail server.
While this method can be a little annoying, we are concerned to ensure that spammers do not effect our services by their actions. The best way to ensure that you check for mail first (as some e-mail programs will always send mail first before receiving) is to make sure that all mail is sent before closing down your e-mail client.
