Is the drive recognised in BIOS during the post count

Check the cable is on properly at both ends

Clear NVRAM using the maintenance jumper or in BIOS, different machines / BIOS's do it different ways.

Try the clean1k utility from the resource CD's. I understand this will wipe a drive much the same as the debug script.

One I read of recently was to install a hard disk into a Mac and set it up on that, when you then install it back in a p.c. the BIOS & O/S will consider it to be a blank, unpartitioned & unformated completely blank hard disk straight out of a factory.. Never tried it as I don't have a Mac

Pop the drive into a different computer and partition and format it in that. Personally when doing this I have always taken out, completely & physically the host machines hard disk just to be certain I don't and can't do anything to that hard disk.

I could just disconnect it, but its much more reassuring to be partitioning & formatting hard disks in your computer when the hard disk with all your precious data is sitting on the desk in from of you and nothing Microsoft or you can do could possibly trash the data on it.
