On the other hand, you could be asking about the language of the browser or system. For this purpose, the navigator object ( http://msdn.microsoft.com/workshop/author/dhtml/reference/objects/obj_navigator.asp ) has some properties called browserLanguage, systemLanguage and userLanguage.
