How to create a plug-in to Eclipse

Hello!

Right now I use
Eclipse
Version: 3.3.2
Build id: M20080221-1800

In previous version I think there have been a perspective, by default, called Plug-in development.

But I can not find it in my version???

Question 1 is then how do I add this perspective into my Eclipse?

Question 2 is; does any one know of any good tutorial on the net for a swing-based plug-in that you could recomend. I have searched the net but I can not find any one that help me out.
