Konfigurere Apache 2.0.31 til SSI Includes

Hej
Kan nogen fortælle mig hvordan jeg konfigurer min Apache 2.0.31 på WinXP til at tillade brug af SSI?
Jeg har prøvet:

  AddType text/html .shtml
  AddOutputFilter INCLUDES .shtml

  <Directory />
    Options FollowSymLinks
    Options +Includes
    AllowOverride None
  </Directory>
  <Directory /Includes>
    Options +Includes
  </Directory>

Har så prøvet med følgende:
index.htm :
<!--#include file="test.shtml"-->

test.shtml :
Hello World

Men det virker ikke...?
