"The shortcuts you see in the screenshot are a Toolbar panel. To add it, right click Desktop Sidebar and choose Add Panel. From the list, choose the Toolbar panel and click Add. Now right click the newly added Toolbar panel - there you can specify which folder the shortcuts will be taken from. After you create shortcuts to apps in this folder they will also automatically show up in DS.
The Quick Launch panel in the screenshot is also a Toolbar panel."
